The video makes the guy look like an absolute fool, but I will point out, I don't know what is happening with the bottom wrestler's right arm, but right before the guy charges the mat, you can see the ref signal a potentially dangerous hold, and I think he stops the match.
That's by no way meant to say what he did was okay, but ...
